Delap, who has a 30 million pound -publication clause, held talks with Manchester United, Newcastle and Everton as well as the blues.
Enzo Maresca’s team believed to run the race to hire the Ipswich striker after securing the Champion League football.
The Italian previously worked with Delap in Manchester City, where he spent 16 years after the signing.
In the meantime, United was not able to secure the Champions League football next season when they lost on Wednesday in the final of the Europa League against Tottenham.
The chief football correspondent from Talksport, Alex Crook, discussed where Delap ends up.
He said in the air: “My understanding was that he leaned towards Manchester United because he wanted to live back in the northwest. He is a former Manchester City player.
“But he wants to play in the Champions League.
“And the noises I hear this morning are more than he might end up in Chelsea.”
After the end of the Premier League season, Delap is preparing to join the English U21 squad.
He was appointed in Lee Carsley’s squad for a training camp before the tournament in St. George’s Park.

The young Lions boss then named his last squad for the euro in Slovakia on June 6, six days later before their opening game against the Czech Republic.
Delap is fresh from scoring 12 goals in 37 league performances for the tractor boys.
His balance sheet comes, although Ipswich suffers an immediate descent back into the championship after 19th place.
Ollie Watkins, Cole Palmer and Jarrod Bowen were the only English players who scored more goals from the Premier League than this season.
Before his team’s last game of the season, Ipswich boss Kieran McKenna previously revealed that Delap had permission to speak to other clubs.
The Northern Irishman told reporters: “Liam looks at his options for the next year, which I have justified in my opinion, and we support him with it.
“I think we gave him permission this week. It is a very important decision for his future. Of course there is a lot of interest – and rightly so. I think part of his week has had some of these conversations.
“It looks more likely that he will continue this summer and he is interested in pretty much every club in the league, and I don’t think there are many clubs in the world that don’t want him.
“Nothing is sorted, nothing is done or closed or even very, very, very narrow, so this process takes its course.”
Delap arrived in Portman Road last summer with a five -year contract until 2029.
