Personal conditions were already agreed before a potential move to West London.

However, the two clubs have so far been unable to agree a fee.

Leipzig considers the Netherlands internationally to be a deal of almost 60 million pounds.

In the meantime, Chelsea had hoped to spend less than £ 52 million for Simons.

Christopher Nkunku was also discussed in negotiations in a potential player cash deal that would return to Leipzig.

Chelsea has now received a setback from the Sporting Director of the Bundesliga outfit.

Marcel Schafer presented a blunt assessment of the Leipzig future of Simons.

He explained: “We make all of our decisions based on sporting and economic criteria.

“If it was an advantage for all parties, we have made it easier for player transfers in the past.

“This is not the case at the moment, and if nothing changes, Xavi remains an RB Leipzig player.”

Simons played the full 90 minutes in the DFB Cup first round of his current club on Saturday.

He achieved and ensured a 4-2 victory against Sandhausen in the fourth level.

Schafer’s update via Simons’ Future follows the fears that Manchester City Chelsea’s striving for the former Starlet Paris Saint-Germain could kidnap.

Talksport understands his ability to play the city as an attacking midfielder and on the wing.

As far as Chelsea is concerned, Enzo Maresca has already spent over £ 240 million for eight new obligations this summer.

Four of these additions received their Premier League debuts on Sunday afternoon.

Jorrel Hato and Dario Esgo were also in the Matchday squad, but both remained unused replacement against palace.
