However, the Red Devils now also have Ugarte, who was also linked with Chelsea last summer.
The 23-year-old played 37 games for PSG, with whom he won Ligue 1, the Coupe de France and the Trophee des Champions.
Ugarte is also a regular for Uruguay and was in the starting line-up in the 3-1 opening win against Panama at the Copa America.
The defensive midfielder still has four years left on his contract with PSG, but could be on his way to the Premier League.
United enter their third season under Erik ten Hag, who will stay next season despite intense speculation about his future.
Their midfield certainly needs improvement this summer after an underwhelming season despite winning the FA Cup.

There has also been speculation about Casemiro’s future at Old Trafford, as the Brazilian’s current contract still has two years to run.
The former Real Madrid player has been closely linked with Saudi Pro League sides Al Nassr and Al Hilal and the Saudis estimate his value at around £25 million.
Bruno Fernandes is also considered a potential new signing for Saudi clubs, but it is unlikely that a deal will be reached this summer.
Man United have other players under contract in midfield, including Mason Mount, Scott McTominay and Christian Eriksen, as well as groundbreaking youngster Kobbie Mainoo.
