It is believed that the Gunners would be willing to part with the midfielder if they were offered £35 million.
Naples and Aston Villa have also expressed interest.
It would be a difficult decision for the 23-year-old, who has played for the north London club since he was ten, to leave Arsenal.
However, with first-team football taking priority, it is possible that he has already played his last game for the Gunners.

With two years left on his contract, Arsenal are keen to receive a reasonable offer for the player and Crystal Palace could be preparing for it.
Following the decision to sell Michael Olise to Bayern Munich for £60 million, the Eagles are looking for creativity in the transfer market.
Born in Croydon, Smith Rowe joined Arsenal’s famous Hale End Academy at the age of ten and made the leap into the first team as one of its most talented players.
Smith Rowe had his breakthrough at the same time as Bukayo Saka, Joe Willock, Reiss Nelson and Eddie Nketiah. He spent the second half of the 2018/19 season at RB Leipzig, but only made three appearances.

Last season, Smith Rowe only made 13 Premier League appearances and managed just one assist.
